Stroud has a City Manager and Council form of government with a comprehensive city plan and zoning.  Stroud has recently been re-certified as a Certified City.  Stroud's one certified industrial park, the Stroud Midway Industrial Park is community-owned with a total of 100 acres.  Stroud is a Capital Improvements Planning city and an Enterprise Zone.

This Oklahoma program contains incentive packages to bring business to Oklahoma, American Indian Lands, and assist new business development. Stroud's workforce has a strong work ethic. Business/Industry finds a workforce that is diverse, educated, and skilled. We offer a 2 million people workforce drawing from our two major metropolitan areas.

Industrial Financing
The Oklahoma Industrial Finance Authority provides low interest financing through the issuance of general obligation bonds.  Loans are established at 300 basis points over cost. In a first mortgage position the loan can be up to $2 million.
Access to financing sources also includes insurance companies, venture capitalists, IRB's and build-to-suit arrangements.

Public Safety
The city is appreciative of its 19 volunteer fire personnel and 10 full-time police officers.
The city's fire insurance has a 6 classification while the adjacent area has a 9 classification.
