Stroud Building Code Standards
The City of Stroud has adopted the 2015 edition of the International Building Code that regulates and governs the conditions and maintenance of all property, buildings, and structures. It provides the standards for supplied utilities, facilities, and other physical things and conditions essential to endure that structures are safe, sanitary, and fit for occupation and use.
Electric Code
The city does hereby enact the 2011 National Electrical Code (NEC) for construction and maintenance of all electrical installations for residential, commercial, and industrial applications.
Building Permit Requirements
All building, electrical, plumbing, and mechanical permits may be secured at City Hall.
- No building or other structure shall be built, enlarged, altered, or moved without a permit.
- The applicant shall provide plans, specifications, and other data as may be necessary for the building inspector to determine whether the permit shall be issued.
- No building permit shall be issued when the building or structure proposed to be built, enlarged, altered, or moved would not conform with the ordinances of the city and any applicable codes adopted by ordinance.
Plumbing Permit Requirements
No new plumbing work shall be undertaken within the city without a permit.
- No person shall practice or engage in the business, trade, or occupation of plumbing unless he is registered as such with the city and licensed with the state.
- It is unlawful for any person other than a duly registered plumber to engage in the business or perform plumbing work of any nature on rental or commercial property of any type.
- A homeowner may perform plumbing work at his own residence without a permit or license, however such homeowner may not make any connection to a city water meter or sewer main.
- Service will not be connected to any building until inspected and approved by the plumbing inspector.

- No person shall practice or engage in the business, trade, or occupation of electrician unless he is registered as such with the city and licensed with the state.
- It is unlawful for any person other than a duly registered electrician to engage in the business or perform electrical work of any nature on rental or commercial property of any type.
- A homeowner may perform electrical work at his own residence without a permit or license.
- Electrical power service will not be connected to any building until inspected and approved by the electrical inspector.
Mechanical Permit Requirements
No new mechanical work shall be undertaken within the city without a permit.
- No person shall practice or engage in the business, trade, or occupation of mechanical contractor unless he is registered as such with the city and licensed with the state.
- It is unlawful for any person other than a duly registered mechanical contractor to engage in the business or perform mechanical work of any nature on rental or commercial property of any type.
- No person shall install, replace, or repair gas piping unless such person is licensed under the Mechanical Licensing Act or is licensed as a plumbing contractor or journeyman plumber pursuant to the laws of this state.
- No person shall install, replace, or repair floor furnaces or wall heaters unless such person is licensed under the Mechanical Licensing Act or is licensed as a plumbing contractor or journeyman plumber pursuant to the laws of this state.
- No person shall install, replace, or repair any radiant-floor heating systems unless such person is licensed under the Mechanical Licensing Act or is licensed as a plumbing contractor or journeyman plumber pursuant to the laws of this state.
The Mechanical Licensing Act shall not apply to:
- A person who is the property owner of record, or his or her authorized representative, when performing minor repair which shall include, but not be limited to cleaning, adjusting, calibrating, and repair of mechanical system parts and the replacement of fuses and room thermostats, and other minor repairs which shall not include any repair which could violate the safe operation of the equipment.
Additional Information
- It is unlawful to tamper with any part of the municipal utility system (meters, lines, hydrants, or poles).
- Emergency Generators are to be used only in emergencies and not as primary power sources.
